I spoke today in the debate on the performance of the Recruiting Partnering Project with Capita. Since the private contractor Capita began overseeing Army recruitment, levels of recruitment have slowed. It was recently revealed that an average Army application will take 300 days to complete, and the regular Army is currently 4,000 soldiers short of its target strength. The Capita recruiting system clearly is not working; this is something the Government must sort out.

Can the Minister give some specific examples of that work? How will he assess whether performance has improved, and in what time frame?”
